The SEL-735 Power Quality and Revenue Meter offers a standard current measurement range from 1 mA to 22 A. You therefore do not have to specify a CL2, CL10, or CL20 meter thanks to the wide dynamic measurement range. The basic synchrophasor system building blocks are GPS satellite-synchronized clocks, phasor measurement units (PMUs), a phasor data concentrator (PDC), and visualization software. Multiple PMUs provide synchronized phasor measurements from across an interconnection to a PDC which collects and aligns the data for analysis. Synchrophasor systems have a wide variety of applications and are currently being used for real-time situational awareness, disturbance recording and analysis, wide-area monitoring and control, high-precision state estimation, system model verification, and island detection, just to name a few. The evolution of synchrophasor technology will enable innovations in smart grid technology.
No. SEL designs all of its relays for reliable operation. There is no performance degradation when PMU or any other capability (e.g., Ethernet, DNP3 communications, and event generation) is enabled in the relay.

SEL can help you secure your communications paths through system design and by using secure communications devices. By using a PDC in your substation, all PMU communications go through the PDC, providing a layer between the PMU and the outgoing communications. Using the UDP_S protocol out of the PDC further secures the communications out of the substation because all inbound communications are ignored by UDP_S. Finally, SEL offers serial encryption devices, secure Ethernet gateways, etc., to secure communications into and out of your substation.
Yes. If your SCADA system supports the IEEE C37.118-2005 synchrophasor standard, you can send data directly from the PDC to your SCADA system. Otherwise, use the SEL-3530 Real-Time Automation Controller (RTAC) to translate from IEEE C37.118 to popular SCADA protocols.
According to the National Fire Protection Association (NFPA) 70E: Standard for Electrical Safety in the Workplace, an arc flash “is a dangerous condition associated with the release of energy caused by an electrical arc.” In an arc-flash event, a flashover of electric current leaves its intended path and travels through the air from one conductor to another, or to ground. In an arc-flash event, the air gets sufficiently heated to become ionized; the air becomes the conductor.
Arc-ﬂash events can be caused by numerous factors, such as the shorting of two phases, which creates a phase-to-phase fault. Common examples that cause phase-to-phase faults include dropped tools, accidental contact by maintenance personnel, the buildup of corrosion or conductive dust on conductors, and the presence of pests, like mice, rats, or snakes, that come in contact with energized conductors.
The elements needed for an arc flash to occur are: (a) air gap (from using air as an insulator) + (b) sufficient energy (fault current available from the power source) to initiate and sustain the arc-flash event. This is normally satisfied in low-voltage and medium-voltage switchgear environments. The last element is: (c) something to trigger the arc flash—this could be a rodent acting as a conductor across the phase conductors.
Electrical switchgear use air as an insulator for very practical reasons. However, while air is a good electrical insulator under normal conditions, if the air gets heated up and becomes ionized, that air will become a conductor, resulting in an arc-flash event. In environments with air gaps, such as electrical switchgear, arc-flash hazards exist with exposed copper or aluminum-type conductors; e.g., a busbar, contacts on the motor contactor, or contacts of a breaker. To completely eliminate arc-flash hazards, you need to avoid using air as an insulator; e.g., in submersible equipment used in underground vaults.
In a very small (2,000 Amps) arc-flash event, the measured light intensity was 2,000,000 Lux, or twenty times brighter than bright sunlight (100,000 Lux), at a distance of 1 meter from the arc-flash source. For more realistic arcing currents (e.g., 17,000 Amps), we have recorded arc-flash light intensities of 12,000,000 Lux—this would be the equivalent to the amount of light generated by 120 suns in the sky at one time.
Arc-flash energy is proportional to V•I•t. Relays don't have any control over the voltage and current. The voltage across an arc is determined by the conductor gap; the arcing current is limited by the available fault current. What the relay can impact is time. By limiting the duration of the arc-flash event, the relay can dramatically reduce the amount of incident energy produced by an arc-flash event.
In medium-voltage equipment, the arcing current is slightly less than the bolted fault current, in most cases (~90 percent). In low-voltage equipment, say 480 V, the arcing current is about 60 percent of the bolted fault current. IEEE 1584 includes an equation for calculating the arcing current.
No, the voltage in an arc flash bears very little resemblance to the open-circuit voltage in the system. For example, if a 15 kV line-to-line medium-voltage switchgear experienced an arc-flash condition, the voltage in the arc is not 15 kV; it is about 250 V line to line.
Since arc-flash energy is proportional to V•I•t, the protective relay acts to reduce the duration of the arc-flash event, or “t.” (Note: In an arc-flash event, this equals the time elapsed before the relay trips plus the breaker clearing time.)
Arc-flash mitigation is available as an optional arc-flash card with the SEL-751 and SEL-751A Feeder Protection Relays and the SEL-710-5 Motor Protection Relay. It can be ordered factory-installed with new SEL-700 series relays or as a field-installable upgrade kit for retrofitting. It comes standard with the SEL-849 Motor Management Relay for low-voltage motors.
Up to 8 sensors can be supported, depending upon the SEL relay model. Both the SEL-710-5 Motor Protection Relay and the SEL-751 Feeder Protection Relay support an optional 8-input card. The SEL-751A Feeder Protection Relay supports a 4-input card.
(1) Light only. We do not recommend this approach, as it is vulnerable to unexpected light sources (flash photography, lasers, etc.).
(2) Light flash, supervised by pressure. However, sound pressure is very challenging to test during commissioning.
A lot of SEL customers use a maintenance switch (a button on the front of the relay) that changes the settings group from inverse time-overcurrent protection (and perhaps some other elements) to an instantaneous trip mode. This takes 1.5 cycles, but with arc-flash detection, the relay can respond in 1/4 of a cycle. One of the disadvantages of a maintenance mode is that it is process-dependent; it only works if someone turns it on, and it relies upon human intervention. Also, it does not protect against unforeseen events; e.g., a rodent climbing in the switchgear.
Arc-flash mitigation using protective relays is used to protect both personnel and equipment. Relay behavior is always used in the calculation of incident energy levels. The light plus overcurrent technology used by SEL protective relays is simply another technology integral to the relay, which is used to determine incident energy levels. We have seen several examples where substantial reductions in arc-flash-generated incident energy were achieved that could result in PPE reductions. However, SEL does not advise on PPE selection other than to follow appropriate federal and state guidelines based on incident energy exposure.
Yes. Low-voltage motor circuits can generate arc-flash events. SEL provides two motor protection relay solutions with arc-flash detection: the SEL-710-5 Motor Protection Relay (with optional arc-flash detection) and the SEL-849 Motor Management Relay (with embedded arc-flash detection) for low-voltage motors.
Using hardwired connections or communications, the protective relay sends a signal to the SEL-751 or SEL-751A Feeder Protection Relay on the incoming feeder, acknowledging that an arc-flash light source has been detected in the MCC bucket. The SEL-751 or SEL-751A Relay will see the fault current going into the motor bus, and it will make the trip decision, clearing the bus and thereby removing the arc-flash hazard from the MCC.
Older versions of Compass pulled the proxy/firewall information from only Internet Explorer settings.
To allow more flexibility when behind proxies and firewalls, Compass now performs the below steps in the order listed to determine how Internet access is accomplished. If a connection option is not valid, Compass moves to the next option in the list. Once a viable connection to the Internet is found, Compass will stop looking. If no connection to the Internet can be made, an error message is presented.
Compass connects to the Internet by:
The recent changes (i.e., servers hosted by CacheFly and how Compass detects the route to the Internet) may result in Compass reporting that it is not able to find the update file at the source location. Outlined below are known remedies for the aforementioned message.
If you know the proxy information, enter that data into the appropriate field in Compass. Enter the proxy information by selecting from the menu bar: Tools -> Options -> SEL User Account. At the bottom of the SEL User Account Logon Information form, you will see the space to enable and enter the settings for a proxy server.
Alternatively, your company’s IT/IS group can add exceptions to the routing tables, which will allow Compass access to needed sites. All the necessary links are listed below.

Yes. You will have one year from the date you purchased your CBT to access the material as often as you like. Once successfully completed, the course will open in Review Mode, which means that you can do everything except submit the final knowledge check score.
No. CBTs are highly interactive and rich in multimedia content. There is no way to capture the course within a PDF without removing that content first.
As of right now, CBT courses require the Adobe Flash plugin. Because of this, most tablets and smart phones are incompatible with our courses. Test your Flash settings here: http://www.adobe.com/software/flash/about/. Please note, SELU recognizes the importance of mobile learning and has made it a priority in future course development.
Some browsers like Safari or mobile devices block Flash content. SELU is setting things in motion to move towards delivering our courses in HTML5. Currently, the courses will open without a Flash player, but certain animations still require Flash to function. Try opening the CBT from a desktop using a different browser like Internet Explorer or Chrome, and checking that you have the latest version of Flash installed on your computer.
Some browsers require users to enable the Flash plugin before allowing it to run. If you have downloaded the Flash plugin, but still cannot get an interaction within the CBT to run, try following the steps to enable Flash within your browser.
CBTs are Flash-based, and occasionally run into security problems with links. You must adjust your security settings in Flash to allow the link to work.

Students must attend at least 75% of the course time to be eligible for CEUs. It may be possible to award partial CEUs, based on the assessments of the course instructors if a student is unable to attend the entire course. This determination will be based on the student’s participation and successful completion of exercises for the time the student attended.
Currently, all instructor-led SELU courses include informal assessment activities that facilitate student-instructor feedback and skill mastery. By completing hands-on activities and exercises, students can apply their knowledge or practice new skills, and can therefore measure how well they are performing. Student mastery and achievement are also continuously assessed and measured by the instructors who closely monitor student performance, assist, and answer questions during the hands-on exercises.
In absence of an instructor, computer-based training courses require completion of a final knowledge check.

No. The person who will access the eLearning must be the one who registers for the course. The training is available only through an individual’s mySEL account.
SEL accepts payment by credit card, check, or purchase order. A copy of the PO must be provided for our records, as well as billing purposes, before the registration can be processed.
You may mail your registration form and the check to SELU. However, all courses are filled on a first come, first served basis, and registration is not guaranteed with this much slower form of payment. If the course is full, we will contact you with additional options.
